You qualify for Project Change if you "have experienced incarceration; "are or were" in state [or] federal prisons, county jails, reentry facilities, [or] juvenile detention facilities;" if you “have been arrested, detained, or referred to probation as a youth," as defined by the Rising Scholars Network.
